Another contribution of this study is that it uses an extended, nationwide longitudinal data set that covers 724 municipalities and spans thirty-seven years from 1970 to 2006, which allows the examination of the long-term impact of TELs. Preston and Ichniowski (1991) only examine a short period that immediately followed the massive enactment of TELs—1977 to 1986. The long-term impact of TELs on municipal revenue structure throughout the nation remains unsolved and merits further investigation.
