“Disaster management requires accurate decision making to deploy preemptive operations and efficient responses. Risk assessment has limitation, much like the situation in the Philippines when Typhoon Haiyan made landfall of maximum force. Underestimate[d] severity and destruction led to lack of effective countermeasures. Local authorities in Tacloban faced…a complicated and difficult situation when devastation exceeded their capacities to respond. Unfortunately, less attention and investment to the designs of preemptive national-local connectivity led to difficulties to assist affected areas.
