Rapid shifts in jurisdictional separations made prompt, concrete, and legitimate responses more difficult.
This phenomenon was neither new nor unique to Thailand, but was a consequence of the rapidly shifting jurisdictional separation of power vested in politicians and bureaucrats following the rapid move towards democratization. This unclear rule of the game made rapid, concrete and legitimate responses more difficult. These kinds of response were, unfortunately, most urgently needed in a dynamic and crisis situation such as in Thailand. Lack of stable political regime also contributed to adhoc policy making and discontinuity in the implementation of sound policies. In the last 6 years, Thailand has had 4 governments, 10 ministers of finance, 4 central bank governors, in addition to difficulties in coordination among government agencies to put policy to action, and maintaining policy consistency across sector.
