being consolidated in England and, from there, diffused
throughout most other European states by the early
nineteenth century, the constitutional movement consisted
in a process of democratization along two lines: the
enlargement of the right to vote up to the point of universal
suffrage for both men and women, and the development
of political associations until mass political parties were
formed and their public functions recognized.
