The strict organization and management system maintained
and promoted coastal salt production, and prohibited private
reclamation and private salt making. However, under this system,
the rigidity and inflexibility was obvious. With the changes in the
social-economic and natural conditions, especially the expansion of
the arable land and increase of private reclamation, the system
could not cope with the new situations, which hindered the longterm
sustainable development and the diversification of coastal
zone social-economy.
