In Mongolia, the majority of milk consumed is provided directly
to local processing plants by traditional herding households, and
sometimes directly to consumers without processing. Therefore,
fortification of wheat might be a better vehicle for providing vitamin
D for the Mongolian population, and ideally this would be
combined with provision of supplements. Given the limits on the
amount of vitamin D that can be added to the food supply to avoid
toxicity among individuals who might consume large amounts of
the fortified staple, a combined strategy of fortification and supplement
