Civil Service Reform Act of 1978 title VII of the Civil Service Reform Act established the Federal Labor Relations Authority as an independent agency within the executive branch to carry out the major functions previously performed by the FLRC. the FLRA was given the authority to decide,subject to external review by courts and administrative bodies,union election and unfair labor practice disputes, and appeals from arbitration awards,and to provide leadership in establishing policies and guidance .An additional feature of this act is a broad-scope grievance procedure that can be limited only by the negotiators. Under Executive order 11491,binding arbitration had been optional.The Civil Service Reform Act of 1978 contains many
