You must still type the cheat "testingcheats true" when you change lots. Here is a solution that I found:

Make "testingheats true" a Hot Key. 
How to do that:

Open this file in Wordpad:
C:Program Files (x86)Origin GamesThe Sims 4GameBinDefault.ini

There you find the existing Hot Keys for setting the game speed. Just add a new one for testing cheats true. I set it to key 4.
