It seems that participants' perceptions of resource shortages were not limited to financial areas. Lack of time
was consistently cited as a major problem throughout the development process. Participants thought that the
change process was too sudden and that the project officer's ability to consult with staff and consolidate the
integration was hindered by the short timeframe. Shortage of time often appeared to participants to be used as
