1. Verify all lifting equipment is operated by a qualified/certified or licensed operator and conductor. Ensure mobile cranes are properly positioned with outriggers extended and on firm footings (or device to stabilize, avoid cavity)
2. Ensure the anchor points are sufficiently strong and Guy lines used to minimize load swing, verify lifting plan and require engineering assistance to calculate weight and lifting of complicated loads
3. Ensure power lines are de-energized if any part of the crane including the path for lifting is within safety distance ( as national standard or site procedure) of a live power line.
4. Requires common signalling of the load lift and movement while the signaler is visible to the crane operator
5. Lifting equipment should be inspected and maintained periodically by authorized unit as reuglation requirement
6. The ablity of crane is fit to the weight of being lifted goods
7. Is there exit for evacuating
8. To ensure loads are properly rigged, lifted, moved and positioned in a secure position
9. Training and scheduled re-training is available for review
10. Are all associated gaps documented, corrective actions assigned and addressed in a timely manner?
11. Are programs in place to address behavioral related non compliance with associated procedures?
12. Does the procedure designate the responsible person for granting waivers to procedural expectations?
13. Are all deviations or exceptions to these procedures addressed by Management in a timely manner based on severity?
