In the context of development cooperation, we should start from the
premise that those who are applying land use planning have different
concepts of development, its constraints and challenges. Generally, this
aspect is not to be discussed in work with land use planning. But there
should be a common understanding of the objectives that are supposed
to be achieved through land use planning. It is worthwhile to observe
how greatly the values that the stakeholders connect with these objectives
differ, as well as the ideas of the political, social and economic systems in
which it is expected these objectives will be achieved.
