The second book by Carruthers [6] introduces the subject of quality in the context of projects, including the application of the principles to system design and development. He focuses on engineering projects, provides ample case studies and describes “tools for quality in projects” such as auditing, training, statistical quality control techniques, quality plans, inspection and testing, non-destructive examination, document handling and control as well as benchmarking. Some of these tools (or techniques) are incorporated in the framework proposed below.
