Strategic planning has been adopted extensively by governments at all levels, although how much it has benefitted governments is only imprecisely known. Public strategic planning may be defined as the development, articulation, prioritization, and communication of significant policy goals by public organizations, and the integration of those goals into the management, budgeting, and performance measurement systems of public organizations. Figure 10-10 synthesizes the main features of public strategic planning.
