TOKYO—Japanese troops are preparing to head to the Philippines in what could be the largest deployment by the Self-Defense Forces for disaster aid, reflecting Prime Minister Shinzo Abe's determination to boost his nation's presence in a region prone to natural disasters and home to simmering geopolitical tensions.
Defense Minister Itsunori Onodera told reporters Wednesday the Japanese government is preparing to send as many as 1,000 troops for emergency relief work to typhoon-hit areas. Typhoon Haiyan, one of the worst to pummel the archipelago, left thousands dead in its wake and many more in desperate need of food, water and medical care.

On his Facebook page—a favorite vehicle in reaching out to the public—Mr. Abe said the troop deployment for emergency aid was "the largest ever."
"We are supplying aid in rapid succession to rescue the people of the Philippines from the enormous typhoon damage," he said.
Since assuming office last December, Mr. Abe has worked to strengthen relationships in Southeast Asia as several nations, including the Philippines and Vietnam, face increasingly assertive claims by China over the resource-rich South China Sea. Tokyo and Beijing are also locking horns over competing claims to a group of uninhabited islands in the East China Sea. In July, Mr. Abe unveiled a plan to provide the Philippines with 10 patrol ships through a yen loan to beef up its coast guard in the midst of a territorial dispute with China.
Mr. Abe has also been pushing to expand the Japanese military's strictly limited self-defense role by reinterpreting the nation's pacifist constitution, while boosting the nation's defense capabilities and spending to cope with China's increasing assertiveness in the region. His policies have been viewed with caution by Beijing and Seoul, with whom relations have been frayed over historical and territorial issues.
A defense ministry spokesman said 50 SDF troops have already arrived in the Philippines. The SDF is also preparing to send three warships, as well as a transport aircraft and helicopters, he said, adding that the deployment could be larger than Japan's relief efforts after a massive earthquake and tsunami wrecked Indonesia's Aceh province in 2004.
Japan has already decided to donate $10 million to the Philippines and has dispatched a 25-member medical team to Tacloban, capital of the province of Leyte and one of the worst-hit areas.
While there have been no official announcements, the defense ministry spokesman said it was likely that Japanese and American troops would be cooperating in on-site relief missions. The U.S. military has deployed the USS George Washington aircraft carrier, carrying 5,000 sailors, and other navy ships to the Philippines.
The Philippine government has so far put the death toll from the disaster at over 2,300, and that figure is expected to climb.
