Sagoff argues that economic recommendations concerning the environment rest upon a serious confusion between want or preferences on one hand,and beliefs and values on the other. Economics deals only with wants and preference because these are what get expressed in an economic market. The market can measure the intensity of our wants by our willingness to pay(by price), measure and compare individual want(through cost-benefit analysis),and determine efficient means for optimally fulfilling wants.
