Experts said officers might not understand how to conduct procedures,
even if the selected processes fit public health communication. In addition,
all the processes examined are similar to those Siam Cement Group (SCG)
employs. The panel found that the DDC needs a clearer, standardized
procedure control system. Therefore, the Department should determine
ways to thoroughly control procedures instead of depending on an
individual’s ability to prevent a decline in organization performance when
officers are replaced by less experienced ones.
