Mishra and Singh(2010),state that globally droughts are defined conceptually and
operationally. Conceptual definitions are stated in relative terms, whereas
operational definitions identify specifically the onset, severity and termination of
drought periods. Figure 1 presents meteorological drought definition criterion in
different parts of the world and presents the concept that droughts are a result of
deficient rainfall.
