Many remote villages in China have limited access to public
infrastructure and basic medical and educational services.
Consequently, health and hygiene awareness can be minimal
at best. Soaring urban populations, environmental
degradation, poverty and disease meanwhile are
compounding seasonal hazards to create situations of chronic
vulnerability. Old ways of coping are proving inadequate.
