Session 1: The case for mastering change management
Description: Description of the strategic landscape in which public administrations operate. Discussion of
major drivers of public service change: technology, globalization, migration, citizen preferences and
expectations. A taxonomy of change imperatives is introduced, together with the need to match reactions
and adaptations to the kind of change imperative being confronted.
