As per our meeting on Monday, We would like to you reply information support in some point from CiTECH.

At this point, we require the specifications, standards and P&ID for the HRSG, Boiler & De-aerator to move forward from CiTECH engineer.

Please see our detailed responses below.

1. Technical Design and Technology:
· TTCL engineer prefer CiTECH Technical proposal. Noted
· They request other vendor purpose technical as same as CiTECH technical. (HRSG and Boiler) Noted
· Our competitor is offer horizontal design for Heat Recovery unit. Noted
· Please kindly provide estimate package dimension and weight. Noted
· How to assembly and installation at site? Please provide assembly animation. Noted, we shall request this from our suppliers. However, please note they may not be available.

2. Project schedule:
· Proposal submission schedule: TTCL need our final proposal (Commercial and Technical) within 3rd week of Sept. We cannot agree to this without specifications and P&ID.
· TTCL will submit bidding proposal Mid of Oct 2015. Noted
· EPCI award is about End of Nov 2015. Noted

CiTECH have to incorporate question below into your proposal and submit as next revision.

1. Material list of equipment.
· TTCL would like to know your material detail. Please kindly provide us material detail of HRSG and Boiler package. We can provide the current list of materials, however, we have not received the project specifications so there will likely be changes.
· If some material offering is over specification/requirement, they can advise us to revise material and cause of negative cost impact. As stated above we have not received any specification/requirement yet.

2. Delivery term
· Please kindly advise Ex-work, location. (TTCL prefer to collect material at one Ex-work location in order to cost saving and easy to manage FAT and other require witness) Ex-Works, Muhibbah Steel Industries Fabrication Yard in Telok Gong, Klang. This location is tentative and subject to confirmation.
· Our competitor offer Ex-Work term but too many location to collect material. Noted

3. Request for Drawing.
· E & I, Single line diagram. TTCL would like to know what cable (Power and Instrument) will supply by vendor. We cannot provide this information at this stage and we require the client to determine how they plan on controlling the process. Typically the client will need to provide us their P&ID.
· Detail Drawing of HRSG and Boiler. Noted
· Estimate Dimension and Weight. Noted
· Please kindly provide with proposal next revision. Noted

4. How many supervisor person to be at site during installation in 9 days? Minimum 3, however, we cannot confirm at this time. Note that the 9 days is standard for normal CiBAS only. Given the scope of work it will take more than 9 days.

5. Request for Price breakdown in the proposal. Please clarify what further information is needed?

6. Maintenance issue.

6.1. Tube Bundle leakage See sample Tube bundle removal procedure attached.
· How to fix leak at bundle tubing? Leaking tube bundles are typically replaced.
· Customer question is whether they remove Top Case and Inner Plug out then welder can weld to repair leak or not. This is possible, however, the space available is very small and not advised.
· If not, we need to remove the Tube Bundle to repair. Yes
· Please kindly advise us how to repair Tube Bundle leakage. As above.

6.2. How to maintenance Tube Bundle when they operate Gas Turbine. The GT must be shutdown for more than 8 (tentative) hours before the tube bundle can be accessed for inspection or maintenance.
· Can we switch to bypass mode and repair Tube Bundle? No
· TTCL worry about 600 degree C that will be problem.

Remark: Please kindly provide Tube Bundle repair procedure. At this time there is no tube repair procedure. Typically, if the tube leaks then it is replaced as per the Tube bundle removal procedure attached.

Please kindly send proposal to GMS within this Friday, Sep 18. Given the time needed to communicate with sub suppliers and lack of specifications we cannot provide a revised proposal by September 18th. Please provide us the specification for the project and then we can proceed.
