ECI and TI issuance are administration functions that can benefit from more efficient processes. Parts registration can run overdue because of development problems with new countermeasure parts. Parts registration is also directly related to the final countermeasure activities. It is therefore not surprising that parts registration activities have run overdue because of the poor showing of the final countermeasure meeting requirements.
