Building on literature in decision

Building on literature in decision making under uncertainty in management, psychology, and planning research, this paper further provides public agencies (e.g. national planning and finance ministries, power and water authorities), private entrepreneurs, investors, and civil society a framework to test the reliability of ex ante estimates for construction costs and schedules of power generation alternatives.
