Educating all children, including those with special needs, is most effective when carried out in a positive school climate. According to Sugai and Horner (2001), schools are not able to provide a full continuum of effective and positive learning experiences
for their students. Many schools may lack the capacity to deal effectively
with defiant and disruptive behavior. An emerging trend that is demonstrating positive results is entitled positive behavior support systems (PBS)
(Sugai & Horner, 2001). The goal of PBS is to enhance the capacity of
schools to educate all students, especially students with challenging social
behaviors, by establishing an effective continuum of PBS systems and
practices (Sugai & Horner, 2001).
