Application phase. The application phase lasted approximately one year. During
this time the personal action plans created by each manager and first-line supervisor
served as the foundation for the behavioral changes. In order to maintain the emphasis
on the project, several reminder and support activities were undertaken. Discussions of
the desired behavioral changes and progress-to-date observations became regularly
scheduled parts of all weekly management/supervisory meetings. At approximately
three months into the project, each manager and supervisor had an in-depth personal
interview with the consultants and their associates to discuss action plans, progress
and blockages to date, modifications to the plan, and plans for the future. Two large
meetings, approximately three months and nine months into the project, were
conducted and attended by all managers, supervisors, and professional staff
(engineers, production control, and information technology staff) to again review the
findings of the base-line survey, the precepts of the leadership model, and progress and
blockages to date. Perceived progress was made a part of a regular performance
evaluation and salary review done approximately four months into the project.
