Those who have no accommodation are

Those who have no accommodation are forbidden to travel to the cities, and so the white areas are still effectively closed to blacks and black workers are still unable to bring their wives and families to live with them. Freedom of movement, at basic human right, is carefully controlled under the guise of 'orderly settlement"
