The 2nd SMEs Promotion Plan (2007-2011) is a strategic plan formulated
to resolve remaining internal and external problems of SMEs despite past development,
to resume crucial implementation following the 1st SMEs Promotion Plan (2002-2006),
as well as to determine pro-active guidelines useful to the support of SMEs’ adaptation
with future changes by utilizing existing potentials and comparative advantages in
accordance and in conjunction with related national plans and strategies, such as the
10th National Economic and Social Development Plan (2007-2011); the sufficiency
economy philosophy as the foundation concept of development; the governmental
policies on the improvement of productivity and efficiency, the reinforcing of an
intellectual infrastructure for Thai enterprises, and the strategy for development
towards a knowledge-based society and economy; and the National Science and
Technology Strategic Plan (2004-2013).
