The four components of the programme – sanitation,
health and hygiene education, water supply and disaster
preparedness – make up the integrated CVR approach.
To ensure that appropriate communities were targeted,
Red Cross staff, accompanied by local officials, visited
villages and selected those to be included in the
programme according to pre-agreed criteria. To benefit,
villages had to:
have been affected by flooding within the previous 12
months
comprise mainly ethnic minority groups
have an average income lower than the provincial
average
have limited infrastructure.
