as was pointed out at the beginning of this chapter, it is rather unfortunate that the focus of the national debate in myanmar to day is overwhelmingly on the struggle between the military government and the political opposition, as well as on lack of compromise among the protagonists' ideological paradigms, and not with the nature of the agency that must, ultimately, translate those paradigms and policies into goods and services for the common folk.
