The change request may be rejected at three stages in this process.
1. If the change request is invalid: this normally arises if a customer has misunderstood something about the requirements and proposed a change which isn’t necessary.
2. If the change request results in consequential changes which are unacceptable to the user: for example, a change request to decrease the time required to process a transaction may mean that fewer concurrent transactions can be handled.
3. If the cost of implementing the change is too high or task too long.
