No matter how effective they are at learning and visioning, new leaders will fail of they are unable to muster a critical mass of support for their initiatives. The support of the CEO and the Board, even in combination with the formal authority to allocate resources and make decisions, is not enough to make change happen. That’s where coalition building —the third enabling technology—comes in. Learning and visioning are largely private activities, but coalition building is an external and political challenge.
