Thomas Howard, 2nd Earl of Arundel and Surrey (1585 - 1646), became Earl Marshal of England in 1621. He was one of the first and most famous of English connoisseurs. Here he wears the Lesser George hung from a blue ribbon, one of the insignia of the Order of the Garter.
The portrait was painted during Rubens's stay in England in 1629-30.
