The 1% uninsured comprises people from a variety of backgrounds,
and includes ‘stateless people’, constituting over 450 000
people (Archavanitkul 2011). ‘Stateless’ people are commonly
defined as citizens without a birth registration document stating
Thai citizenship/nationality; they include ethnic minorities. Most are
born in Thailand but lack documentation due to geographical, economic
or educational barriers. Accordingly, some civil groups and
academics regard the term ‘stateless’ as misleading, in as much as
these people, de facto, are ‘nationalityless’ rather than ‘stateless’
(Paisanpanichkul 2008; Srithamrongsawat et al. 2009)
