The openness of GMS member countrie

The openness of GMS member countries to cooperation is not to be taken lightly for their attitudes are important factors in determining the process and outcome of cooperation since 1992, when China attended the GMS economic cooperation meeting sponsored by the ADB. Kunming hosted two ministerial meeting (the 6 th and 12 th in 1996 and 2003, respectively). In July 1994 China established the Office Of Lancang-Mekong River Development Prophase Research and Coordination consisting of representatives from 19 department of the central government (including the Ministries of Science and Technology, Foreign Affairs, National commission of Development and Reform, and people’s Bank of China ) and members of the Yunnan provincial government. Yunnan itself also set up a counterpart office at the provincial level.
