However, tacking 'implementation' onto 'strategy' does not solve most of the problems encountered with the first model: the Change Model does not deal with problems of obtaining accurate information; it does not deal with situations where the planner faces disincentives against objectivity; and, since it still calls for imposing the strategy in topdown fashion, it does not resolve the motivational problems created by the first approach.
