These principles are embodied in the Water Framework Directer, which requires Member States to ensure that all water bodies achieve 'good status' by 2015. To incentivise sustainable and efficient allocation of all water resources, the directive introduces the principle of recovery of resource and environmental costs. Recognising the importance of basic human needs, however, it also includes the possibility of derogations, for example in less-favoured areas or to provide basic services at an affordable price.
