a lifelong Village of Colonie resident, is a first term legislator representing the Albany County Legislature's 26th District All that portion of the County of Albany, contained wholly within the Town of Colonie including part of the Village of Colonie.
For the last 24 years Lockart has been the Victim Specialist for the Colonie Police Department and has worked extensively with various town, county and state agencies to assist youth, families, elderly, and other vulnerable populations.
As a founder and current Advisory Board Member of the Colonie Youth Court, Lockart helped develop and implement the very successful and cost-effective program that has become a statewide model and has garnered national and international attention.
Lockart is a graduate of Colonie Central High School and the State University of New York at Albany. Patty currently serves on The Albany County Child Advocacy Center Policy and Planning Committee, is a member of the Multidisciplinary Team for investigations and prosecutions of child sexual abuse, and the Town of Colonie Senior Network Advisory Board. She served for 10 years on the NYS Juvenile Justice Advisory Board. Lockart also served as a consultant to the United States Department of Justice, is a past speaker for the National Youth Court Center and continually conducts training and speaks on issues related to sexual assault investigations and victimization, and elderly/elder abuse.
Patty has been the recipient of several recognitions, most notably the United States Department of Justice/US Attorney's Office Spirit of Justice Award and from the Colonie Police Benevolent Association for her work with and dedication to the community.
Patty currently serves on the Law, Elder Care and Social Service Committees of the Albany County Legislature.
